Where is the Port and Gear Vendor in SW?

I’ve rode all around SW and I can’t seem to find it … am I just blind …?

I had the same issue earlier, what you need to do is when you first load up the PTR, change server and make sure you are selecting the Seasonal Server otherwise it has you on the Era server and nothing is accessible
