Its not on top of the Orgrimmar gate and i tried going to Undercity but it wont let me revert to the original time line to get to the one there.
Undercity unless they moved it.
Gotta talk to dragon lady to revert it.
It should be in those two places. Should be able to talk to zidormi to change timeline for UC.
Yeah I talked to her to do just that but it didnt give me the option to change the timeline.
edit: I am interacting with her in undercity. Might recommend asking a guard for an engineering trainer since this vendor is beside them. 
I ended up just making an Undead character to get to UC. Dont know why its not working otherwise.

Ya its odd i remember my hunter who I boosted wasnt able to get option at Zidormi when I did the greench. I just went over and checked, did battle of lordaeron and still no option.

Currently, I’m standing at 57.8, 89.9 on top of the Org gate to Durotar. Estelle Gendry is against the wall to the East. She’s next to Captain Donald Adams who is on a horse.

There are certain main storyline quests that bork up other quests and NPCs. Like if you’re in the middle of the BFA main chain, things like that leave you in limbo. Boosting skips these “must-do” quest chains 
I can’t 100% remember, but I think the return to Lordaeron (Calia Menethil) quest blocked access to the time switch NPC for me.

I can see the vendor on multiple toons, but occasionally on select toons, I cannot. Story phases I believe.

So i had to do Call to Lordaeron questline in order to get option at Zidormi for UC. Crazy if you are new, returning or boost character even if your other characters did it, you have to do questline. Should just at least be the scenario.
But Estelle is still not on top of the gates but at least i am able to go to UC on my hunter with no issues.
Sometimes I have to talk to her twice to get to the timeline I want.
