You might have a stale connection to the server. Try logging out and in again. Do you see other players running around or just standing in one place?

Is this your very first visit to oribos? i don’t recall if you have to do a couple of things before the PvP vendors appear.
yes first time. there are no NPCs in that room
I’m just speculating, but you might need to get through a couple of the Oribos intro activities to get in phase with them.
Or perhaps visit one of the other SL zones and come back.

You have to finish the intro quest to oribos before you phase through to the normal story, not sure if that persists for the entire time you’re leveling your first toon to 60, but it may. If you’re doing Threads of Fate, it means picking your covenant and doing the breadcrumb quest for leveling activities.
edit: he doesn’t sell you anything but the 5 marks for 2k honor pre-60 anyway
just needed to do some stuff in bastion or whater its called
All I had to do was open the portal to bastion to make him show up.
