The equivalent Horde NPC is in the downstairs room next to the Shattrath portal. I did a spot check, and they were offering the teleport. (They used to only offer it if you were on the breadcrumb quest to start Outland.)
It’s important to note that it’s not a port to the Blasted Lands (as asked for in the OP) but Hellfire Peninsula. (And you can’t walk back through the portal in Hellfire to get to Blasted Lands.) So, for Horde, the closest starting point to get to the Blasted Lands is Grom’gol, unless you’re a mage (Stonard port) or druid (Duskwood port if you’ve done the Legion intro stuff.)

It actually depends on which version of Blasted Lands you have selected. If you have the old version when you talk to the mage he will send you to the Blasted Lands side of the Dark Portal and if you have the newer version selected than you will be in Hellfire. You can go from Blasted Lands to Hellfire through the portal but not the other way.

For the Alliance side, talk to the “Honor Hold Mage” as you enter the Stormwind Mage tower (before you run up the stairs!) and select “I must report to the Dark Portal.”
If anyone is still having trouble with things regarding “chromie” and npcs not showing up or not giving the right stuff or not allowing things… it’s likely because you haven’t completed the intro of BFA. That expansion eyetwitch was the coralling of new players during shadowlands and they haven’t moved that completely for chromie and so you STILL need to do it to get other expansions to work properly (Just the intro until you get the acheives) but ya…
OK, lets put this to bed. SO on my level 70 Hunter I did some of what was said in this thread, so here goes… I went to the Honor Mage under the mage tower and asked to be taken to the Dark Portal. From there I turned and ran through the dark portal. Immediately as I got through Kadgarr ports me to where he stands near the Arena. So, nothing to be done with any of the NPC’s there. So I back-tracked up the road and came to the npcs near the bushes. That was where I went wrong. Two quests there to kill 6 Orcs and free slaves from their cages which starts the whole ball rolling to start the kill of the 100 and so on and so forth.

I have no idea what I’m doing wrong, or if this is bugged. It’s 1/10/2024. I’m also level 70 Hunter. I followed the steps, talked to the Honor Mage who sent me to the Bad Lands. The Dark Portal was red, not green. Kadgarr only said they were waiting for an opening. I saw no quests offered, so I ran through the Red Big Portal and ended up in Draenor, in Ashran. I saw a couple other players who had also ended up there. We all went to the portal to come back to Stormwind. I tried this several times and always had the same results. I have no idea what to do at this point.
Ah. Yes. The portal is a total mess now. I miss the head-rush I used to get when walking through from the Blasted Lands into the off-kilter gravity of Outland.

Outland? You will find a portal to Shattrath in the Portal Room in Stormwind. Or you can talk to Zidormi at the entrance of the road from Swamp of Sorrows to Blasted Lands to show you the world as it was before, then walk through the Dark Portal.
Garrison? You can just fly from Ashran to your Garrison site in Draenor, There is a portal to Ashran in Stormwind Portal Room.

Thank you. This is the step I ended up using to get there. I was trying for my 5th satchel, but I think most players have already done this and I play alone, so I guess I’ll revisit a couple of times to see if anyone else shows up, but I probably won’t be able to get this achievement, or the pet, which is what I was really trying for.
If you’re trying to go to Outland then Khadgar shouldn’t be in front of the portal in Blasted Lands; if he is then you’re in the wrong version of the zone. Go talk to Zidormi & get switched back to the pre-invasion version of Blasted Lands, then the portal will take you to Hellfire Peninsula (just verified this still works on my L70).
I delete quests that are bugged!!! this is because Blizzard has 12 year olds programming for them.
That wasn’t a bug, just a change in how you get ported to the Blasted Lands. But hey, you do you.
