Where is new content? Sorry, where should I look please?

Hello,
Sorry, but where is the new content please?
~ I clicked the “Shandris’s Scouting Report” thing I found in my bag but I didn’t see anything changed.
~ Do I have to buy the new expansion or new year-long subscription to start it?
~ I have checked Wowhead and it says something about a new zone but I can’t find it.

I apologize again, I’m just lost and confused.

Any help is appreciated.

There should be a quest “Call to the dream” but it appears to be locked to the campaign in 10.1.7.
