When it was up, I just walked up to some NPC and clicked to enter.

It’s the same NPC as when it was current but everyone didn’t do it when it was current. You want to go to Broken Shore and then to this building on your map

and then to the mage tower itself

at the top of the stairs outside the door will be an NPC, talk to that person.
