Like, guilds that are actually competent enough to do mechanics and down bosses. Where do they live?

Yeah, 'cause it’s the only way I’ll get to do any meaningful amount of mythic raid content. People don’t pug it at all.

If your looking to start mythic raiding you have to apply, a lot of guilds that are looking for raiders can be found on raider io, wow progress, warcraftlogs, the guild recruitment community on discord, and the guild recruitment forum on here.
A bit of advice as well, and please don’t get mad, but you probably want to clear the raids on awakened on a t least heroic before you start seeking a guild to join. The bulk of guilds are going to want to see some parses, and based on your logs you don’t have any currently for amirdrassil at least. You seem more than capable of doing well based on the ones I saw for a couple fights you did on heroic, but I will warn you trying to apply without parses will make it extremely difficult to find a guild!
I got recruited into a functional Mythic guild by posting up a recruitment profile on Raider.io and got a handful of bites over Discord.
Seems to be the easiest way.
I found my guild this time around on the wow recruitment subreddit. My guild is kinda casual though. But even my guild i think wanted logs. Sad thing is, raiding logs have devolved into complete degeneracy with Aug and pi being so important.

Any time I needed a guild, I had at least three acceptable offers within a week.

Honestly don’t worry about the numbers themselves, posting logs for guilds is usually more about being able to show you can play your class than if you can parse and good guilds know what they’re looking for beyond just that basic number. Looking at on progress deaths, health pot usage, and if the guild has someone of that spec already they’ll usually give it a once over to see they understand the core concepts of their rotation. It also hugely helps work out if the person is lying about their experience being in for progress or farm kills.
Server seems extremely uptight, I posted a couple times and never got a reply. Even posted my monk and prevoker that actually have decent logs.

End of expansion is a weird time for recruitment. It’s too late to get relevant experience but too early for the scramble, a lot of guilds are powered down or on hiatus for the summer and not in a state to give anyone a meaningful trial period. I’d say prepatch is when things will start firing back up.
You’re much better off going to them than just dropping your character and hoping someone bites, unless you’re an exceptionally experienced player you typically don’t get interest without filling out apps.

But that’s also another issue, I want a guild that’s actually a guild. Not just “Oh we raided, no one will ever be on again until next raid day, byeeeeeee”

Very much does exist, just not necessarily during a major downtime like the end of an expansion. My guild for example plays other games / hangs out on discord or does keys in the early season a lot but atm we’re all enjoying our summers and checking in once a week to have a chat and knock over a mythic raid.

Yeah, a lot of guilds are that way. They treat the game kinda like a job, and take it wayyyyyyyyyyyyyyyyyyy too seriously – even if they don’t admit they do. After their job is done, they just vanish. If they’re not progressing current tier content (even though awakened makes it current tier), they just don’t care.
I don’t want to treat the game like a job, but most mythic guilds are extremely anal and don’t actually seem to enjoy the game or anything they do, they just wanna do mythic because they can.
Like, most guilds will dictate your builds, how you play, what addons you use, and etc. I almost joined one of the more famous raid guilds way back in the day, but they were just… no. They personified the neckbeard memes, and I don’t think they knew what the word “fun” was.
