Where Do I Turn In "Urgent Recovery"

7/7 but nowhere to turn it in. Went back to Dalaran and back to Isle Of Dorn, but nothing there.

You turn in to where the questgivers are, on the shore near the area for the quest (ruins of Dalaran on the island).

You’re in this area (the little peninsula on the west edge of the Isle of Dorn) until you get a specific quest in the chain that directs you to fly to Dornogal.
