How do I start getting Weathered Ethereal and where should I go ?
You should be getting two per daily world quests, plus you get them in the weekly reward boxes, mythic 0 and delves.

WQs, World Events, Heroic Dungeons, you get a few for free that ignore the season cap for doing the crest tutorial.
Just do stuff and you’ll have more Withered than you know what to do with! Until you hit the cap.
You get them all over. I got a bunch on alts that did the Nightfall rep and never picked up the crest reknown rewards. So don’t forget to check there.
Two per day is absolutely pathetic in the extreme when you need 45 just to get 15 Runed Crests. WTF is Blizzard thinking.
