Im on a highmountain tauren and i was going to go take the portal to hellfire in teh cleft of shadow but its gone… so i looked around the new portal room and nothing there was really close… so i asked around and someone said there was a thrallmar mage that would send me to outlands by the portal. However he did not have dialog for me and did for the other person… So im not sure what requirement there is for this guy to teleport you but i apparently dont have it.
So then i figures since i still have this dalaran 2.0 hearthstone i would go there and take the port to Kara. But once i ran down there the portals were all gone. Funny thing is… that as i was running down there so was someone else and he walked right up and clicked a portal right in front of me and vanished. So the portals are there… but not for me?. What do i need to do to get these portals to show back up. (the ones in the center of dalaran 2.0 where you walk over the little circle and it takes you to the room with all the items from legion. )

Stormwind and Orgrimmar.
On the alliance side, there is a mage outside the portal room at the bottom of the first ramp that will teleport you to Hellfire. I don’t know where they are standing in Orgrimmar.
portal states are not account wide. you’ll have to do the pre-requisite story quests. there are also things that will “skip” you ahead in a given toon’s state of the lore so that when you go from one xpac to the next you won’t be just cut off or blocked, but it’s all a confusing mess.
there may be an npc to let you shift your toon to a different timeline, like i know i can go to the bridge on the way into arathi basin and go back to the way it was before warfronts. there’s other places like that too.
yeah thats what i was saying… he doesnt give me the option to teleport. so i dont know what im missing to make that work.
The mage is in Stormwind or Orgrimmar. Not in Dalaran 2.0.
Unless something changed from the last time I went through Legion quests, almost all of the Dalaran portals were removed. I know some quests in Legion have certain portals pop up again temporarily - that’s probably what you saw.
that seems like more of a “i ended up in the wrong hellfire” kind of answer. im not ending up in time altered areas. like im standing in dalaran and all of the portals are gone … but some people are running right past me and clicking them and they work… but I definitely played through legion on this character.
some portals in dalaran will only now appear if you have quests that require them.
pretty much all dalaran portals were removed except to stormwind and org.
org and stormwind now have all the portals however not all were replaced. LIke caverns of time was put in stormwind and org but karazahn portal was never replaced

In the ogrimmar portal room, there is a portal to shattrath which is Outland

yeah… i was specifically looking for the kara or dark portal ports… turns out i have to do the “return to kara” quest line. which i did not do on my highmountain tauren
