From a lore viewpoint I ask this question, did Socks die before all souls went to the maw or did Socks also go to the maw? Second question, if Socks isn’t or wouldn’t have been sent to the maw then which covenant would they have been sent to?
As we understand, the machine of death broke around the period of Teldrassil. Whatever had occured by the end of Legion or after Teldrassil’s destruction was the Arbiter being disabled.
Either way, Blizzard did a terrible job of foreshadowing of this event occuring.

Didn’t everything Jade turn back once the witch was dead? Shouldn’t Sock have turned back?

According to wowpedia Socks gave his life to Sully “The Pickle” McLeary from the Jade Witch. However he returned as a ghost can be fought in the pet battle against Sully in the Celestial Tournament

Looks like the Kyrians decided he had unfinished business left on Azeroth. I can only imagine the Aspirant sent to experience Sock’s last moments.
“Seriously? You’re making me experience the final moments of this rodent?”
Two minutes later, the sobbing Kyrian returns.
“What a noble soul! He clearly has business left on this world, but I’ve no doubt when he’s ready, the Arbiter will find him worthy of joining our ranks!”
