We killed Ysera and know she went to Ardenweald. This suggests that dragon souls go to the shadowlands. So where was deathwing and malygos?

It doesn’t, Elune interfered and sent her soul there, possibly somehow because the Emerald Dream and Ardenweald are connected and The Winter Queen her sister. Ordinarily winged creatures like dragons go to G’hanir the mother tree in the Emerald Dream.
Malygos likely went there, Deathwing either went to the Void or he went nowhere, because from the War of the Ancients onward his innards were slowly turning into Void goop consuming his mind and soul. Thus why he dissolves into a tentacled puddle in Deathwing’s fall phase, the armor held his goopy insides…inside.

Based on their connections, Deathwing could have gone to the void due to how extreme his void corruption got and Malygos could possibly go to wherever the Titans are suppose to go do to his connection to the arcane.
