You can’t earn the heirlooms til 80
In Dalaran.
Dalaran vendors sell heirlooms. They cost emblems of heroism which drop from level 80 Heroics.
In phase 3 you can buy them with champions seals from Trial of crusader dailies/dungeon/heroic/raid also.
These are bought with tokens you earn in northrend. They are probably only sold in dalaran. You need a character already at 80 to buy them for new characters. These are the original boosts, the kind not sold for real money.
Dalaran you’ll need to wait for the expansion to launch and its a pretty hefty grind of Emblems of Heroism.
