This quest, in Kun Lai Summit IS BUGGED! Ban Bearheart will just stand there and do absolutely nothing. I looked it up on Wowhead and this has been the case since patch 5.0.1. THIS BUG HAS BEEN AROUND SINCE THE START OF MISTS OF PANDARIA AND YOU HAVE DONE ABSOLUTELY NOTHING TO FIX IT

If you are stuck here try this:
Abandon quest and restart, once you get to the balloon relog before telling the npc you are ready. Stay by the balloon until the random dialogue completes. Go to the quest marker at the top of the hill and relog again.

Can confirm, in Remix: Pandaria! I was even able to get it to work with my Timerunning toon simply by relogging before the balloon ride.
How have they still not fixed this? Only been 12 years.
