When Wrath Classic gets here, will we be able to play both factions on a PVP server?

I like to play on PVP servers, but unfortunately only NA PVP server (Grobulus) has balanced factions. I’d love to be able to create a few Horde characters on this server, but I can’t because I already play alliance on it.
