Genuinely curious as I’m not sure when he first became a part of the story and I’m hopeful that someone out here has an idea.

He was part of the Badlands storyline and later the rogue legendary dagger questline.

Cataclysm Badlands storyline is when your paths first cross, although you don’t know it. You meet him as an egg in a questline in Badlands.
This egg is then held for a time by the Red Dragonflight before being stolen by Ravenholdt assassins. This is when Rogue players on the legendary questline interact with Wrathion where it is revealed he now controls Ravenholdt and wants you to kill other black dragons.
He then shows up in a recognizable form to all players in Mists of Pandaria. We see him a few times throughout the story as he interacts with Anduin. He sends adventurers on some random tasks like killing Lei Shen and bringing back his heart for Wrathion to consume. He also sets players of both factions against eachother during the Landfall content. He also helps us make legendary cloaks.
He then helps Garrosh escape in a book and proceeds to be MIA for all of WoD (except for some minor appearances) and Legion.
He then showed up at the end of BfA and helped us against Nzoth. This is when he first showed up with the model we know today.
He had no part in Shadowlands.
And now he’s here in Dragonflight.
