I am trying to think here when Feral was decent. There are big gaps for me as I mostly have played balance and resto, but the last time I remember Feral being decent was in WOLK and early Cata. I played the spec a little bit then and remember being competitive in PVE.
Since then, I cannot recall a time when Feral was considered good. Am I missing a time frame from Early Cata until now?
They were really good in Legion after their rework and they're in a pretty good spot right now in single target. -shrug-
I've never had an issue finding a group to raid at a high level when I wanted (WOTLK throughout, Cata, late MOP, WoD). The most fun iteration of the class, IMO, was late WoD or late WOTLK.

In legion towards the middle i had no trouble getting into raids and being either 1st or 2nd in dps. Now I’m Lucky if i can get into a pug at almost 360
Feral had decent burst AoE when Firelands was current before it got nerfed.
Feral was really good in emerald nightmare early legion due to how the fights were and the fact we were the number one single target dps for a bit. We had basically less aoe than we have currently if you can believe it.
It got really good again when 7.3 hit and we got the revamp. We had solid single target and pretty crazy aoe with how overtuned brutal slash was at the time. Sadly a lot of us longer term ferals hated the spammy playstyle since it basically made bleeds irrelevant. It did however make us extremely solid picks for m+ which I was happy about.
The thing about feral is that when it's good its normally harder to pull off and a lot of people fail at it. 7.3 was the big changer to that since it was solid and extremely easy. There were quite a few fotm rerollers, which is why I believe there was a lot of backlash when bfa basically reverted all of 7.3 and sent us back to prepatch legion.
Other than legion, wotlk was solid, MoP felt really good in the 2nd half, played like 2 weeks of cata so I can't comment on it. I also didnt pve in wod. A lot of ferals previous points of excellence have been based on trinkets and tier sets available.
