When should I turn in cloth donations for rep? What level should I wait for, or does it matter?
It’s worth XP, so if you have a lot of cloth and the time, you get rep and XP.

It doesn’t matter. Just make sure if you’re doing quests for rep that you do them while they’re still green, the rep reward drops if they’re grey.

Ignore what I just said, I think the timing does matter, as in, what level you are when you complete the various cloth quartermaster quests.
I know the XP you get from the quests varies on your level, so I imagine the rep reward does as well.
Just to be on the safe side, do the various quests when they are red/yellow rather than green/grey.
Does rep decay effect all quests for that faction? If so it’s hopeless since im not even half way honored with IF.
Depends on the type of cloth. Runecloth (the repeatable cloth turn in) require level 50.
best rep you can get is by doing quests for each faction. you get a lot of rep as long as quests aren’t too low.
you don’t get exp from turning in cloth after initial turn in. so first turn in gets you exp and rep. after that you just get consistent rep forever and ever, but no exp on repeatable portion. i’d probably do at least initial turn in to get exp, and then just hold off till 60 to turn in. you might get a lot of rep from quests. you can be revered with every faction if you do all the quests.
