When should flying be unlocked in an expansion?

but frankly it would feel best to get it shortly after reaching max level, like in, you know, the best expansion ever - WOTLK.

We got flying in WoTLK before cap. You got it in Storm Peaks at level 78.

And to answer the main question, we should get flying when hitting level cap, purchased with gold. Period. End of discussion.

Tired of them using flying as a carrot in a stick.
