i’m not getting this quest from any NPC or from logging in and it showing up automatically, what do i do!

I can get the quest but it leads no where… wouldn’t be a Blizzard game without bugs, right??!
It didn’t show up because i didn’t complete the “post level campaign”.
Get the “The War Within” achievement and the NPC’s will be in the hall.
