A bold statement… now let’s turn to simulation sites to check in with the facts just out of the Top 5 Races for each dps spec! (Squishing down talent choices, Nelf day/night and Zandalari loa buffs to equal one race)
Death Knight:
- Frost: 3 of 5 are alliance
- Unholy: 3 of 5 are alliance
Demon Hunter
- Havoc: Night Elf leads Blood Elf no matter the time of day
Druid:
- Balance: 2 of 5 alliance
- Feral: 2 of 5 alliance (worth noting, Night Elf is a full % above troll here)
Hunter:
- Beast Master: 3 of 5 alliance
- Marksman: 3 of 5 alliance (hell, 3 of top 10 are horde lulz)
- Survival: 3 of 5 alliance (again 3 of top 10 are horde)
Mage:
- Arcane: 3 of 5 alliance
- Fire: 4 of 5 alliance
- Frost: 4 of 5 alliance
Monk:
- Windwalker: 3 of 5 alliance
Paladin:
- Retribution: 3 of 5 alliance
Priest:
- Shadow: 4 of 5 alliance (3 of 5 if it isn’t ‘night time’)
Rogue:
- Assassination: 3 of 5 alliance
- Outlaw: 3 of 5 alliance
- Subtlety: 4 of 5 alliance
Shaman:
- Elemental: Equal Split… and Pandaren
- Enhance: Equal Split… and Pandaren
Warlock:
- Affliction: 3 of 5 horde
- Demonology: 3 of 5 horde
- Destruction: 3 of 5 alliance
Warrior:
- Arms: 3 of 5 alliance
- Fury: 4 of 5 alliance
So, given pure math, horde is better at… uh, being one druid, two warlocks, and an equal split on both shaman specs. 5 of 24 specs. While the largest potential dps gain that stands out like a sore thumb on all these charts (as in not a few tenths of a percent) is Night Elf feral druid. Very interesting.

Also worth noting that these problems you claim are mostly relegated to the USA and are not the norm globally… so perhaps, it isn’t a game problem… but a player problem.
