I know they aren’t always “reset” but different ones started instead but when is that? What times during the day/night do we get “new” WQ?

There is a lot of variety and this is deliberate.
The majority of them swap out at either the daily reset or 12 hours after that. Which was 11am and 11pm Eastern during the summer but as of last weekend, 10 am and pm Eastern time.
But there are also longer duration quests, such as dungeon and rare boss quests that can last 3 days or 36 hours respectively, and of course world bosses that are weekly.
Profession quests are always on the morning reset I believe.
But there are some that can switch out at other cycles, multiples of 4 or 6 hours after the main reset time.
The best thing to do is to get hold of a world quest addon, which will summarise them in a filterable list next to your map and show how long each have left. I use World Quests List but there are lots of other options.
