It’s likely going live the moment servers come up after Tuesday maintenance.
It’s not a big event like the launch of a phase, so they have no reason to hold it to Thurs.
Server First 2nd VOA boss is a huge deal.

I doubt they are going to release a boss that drops the new tier gear before the actual main raid for that tier gear.
Searching back to october topics people were asking about voa launch the day naxx launched.
It would release the week after.
