When do Alliance get compensated?

Pve To PvP transfers need to be allowed. The restriction is not only incredibly outdated but its also irrelevant. See in detail here:

Dear Blizzard Devs, I’m writing this in hopes of getting your attention to make a change that would support a more active and thriving WoW community and in tandem, also being beneficial as an additional revenue source for Blizzard.
