What's with Fel Devastation?

So far I am happy to say that VDH doesn’t seem so much worse for wear. :smiley: However, I have noticed this:

I was using Shear instead of Fracture (so I could get Leech for demon form), and I noticed that, much of the time, Fel Dev was mostly dark (disabled) on my action bar. Sometimes it would light up, but mostly it was dark.

When I switched to Fracture, Fel Dev seemed lit up much more often, but would still go dark now and then.

Is Fel Dev somewhat dependent on soul fragments, or Soul Cleave? It’s hard to tell while I’m fighting what’s going on.

Fel Dev requires 50 furies to use.

Might i suggest reading the tool tip when out of combat?
