If people are already timing keys in the teens immediately after patch launch? It seems they could have achieved the same effect just by tuning things a little harder. At best they slowed people down by a few hours.

What its always been… to motivate people who are happy and content. Satisfied players do not ramp up engagement. Engagement builds profits. If you are not building profits for Blizzard you are dead weight. Very basic stuff. Note I am not saying this as if there is something wrong with it, objectively. It is just what it is.
Because WAY more people are mythic geared in season 2 than normal because of the crest and crafting system upgrades being very generous.
That was pretty much their reason.
Good players going to blast no matter what, I mean they were timing 33s while the rat league barely does 20s.
A 33 in S2 is a 22 now with the key levels going down 11 levels (and likely even easier than that).
