That’s a bug currently. As for valor…from the past I remember it’s 35 silver per valor point. you’re gonna be rich! don’t spend it all in one place.
I’d say you get what you get… since old Valor was traditionally converted to gold in a new season where new Valor was still the currency, I’m not so sure that will be the case this time around. Pleasant surprise if it is, but I also would not be surprised if it just becomes another unused currency on your tab since Valor is “not a thing” in 10.1–it’s replaced by Fligthstones.

ohh good point! no wonder I can’t find a vendor anywhere to trade it for leather etc. like in SL. ugh I have so much unused currency especially in my main. At least for Warlords or Mists you can buy Seals to farm transmog.
If you have lower ranked pieces with your tier set appearance you can upgrade them to get higher level tints, assuming you have enough.
