It used to be RP servers weren’t connected. That’s how I got a bunch of battle pets when they first launched. Not sure if that’s changed though.
Probably one of the Classic realms.
I have a couple of alts on Sentinels, its so quiet its positively sleepy.
I imagine if any servers are listed under “New Players” they are probably even sleepier.

If you look at my server alone, it’s had 4 guilds that have cleared Normal Sepulcher…and that’s it lol. Problem is we are linked with a bunch of other servers too.
Back during the BFA prepatch I collected two of every rare spirit beast by creating a second account with characters on RP realms.
I’d teleport them to Dalaran, fly them with a two-seater over to Sholazar Basin (or wherever), and have them invite my main account characters so I could phase into the RP phase of the zone and do a lap looking for spawn points.
It actually worked pretty well. I got everything I wanted within a week or so. My hunter has 10 Loque’nahak because I misunderstood how Stampede worked. Can check out her pets:
Point is: farm rares on RP realms.
The old RP-PVP servers. Once Blizzard changed every thing to WM, those servers dried up.
