Let me start by saying I really don't care about having flying in BFA zones. It's easy enough to travel on the ground to whatever location.
But, we have flying mounts. They work in freezingly cold zones, blazingly hot zones, jungles, near open lava pits, in places with funky physics (outland's floating-in-nothing continent), alternate realities, and sometimes we even have flying mounts while we are dead.
So, what is it about BFA zones that keep the mounts from flying? I can even get the exact same gryphons the flight masters are using, but they still won't fly. Why? What is it about these landmasses that prevents arguably extremely versatile flying creatures from creating lift with their wings?
Are they just too demotivated by the content to summon the willpower to flap? Is this some kind of silent mount protest?
It made sense for the Isle of Thunder. If you flew, you'd be zapped off your mount... Because it'd be dead. There was a visible electric barrier between electrically charged spires. It made sense there, at that time.
Since then? It has made zero sense. Our mounts just suffer from Goldfish levels of amnesia and short-term memory. Sporadically, and suddenly.

We don't know the terrain, or we don't understand the environment, our magical flying horse would run into a mountain because we didn't unlock the exploration yet, duh..
The logic is.."this is literally how its always been in the entire history of WoW".
If you are looking for a lore reason, those have never made sense.

Some people will argue that it makes you interact with the world more. Yeah I am fine with that, once. While leveling and exploring with my first character. But having to spend 10 minutes walking down a windy path to get around a mountain for the 150th time which would otherwise take 30 seconds to fly over, just puts me off immensely.
But have no fear, when the expansion is 3/4 of the way over and most world content is irrelevant they will give flying. But also draw all player focus to a new zone you can't fly in (argus im looking at you). Blizz stopped caring about player fun over stealing player time a long time ago.

Your hyperbole completely invalidates this statement. "literally" "always" "entire history".... Blatantly not true. Additionally, there are some arguable lore reasons for some prior expansions.
In BC, you could argue that the funky physics and wholly different atmosphere messed with mounts. Also, this being the expansion that introduced flying, you couldn't even -get- flying mounts until 68 or 70 (I forget).
In WotLK, you could learn "cold weather flying" at 78/80, which is kind of a stretch but still worked out since your mounts couldn't fly in any other cold zones at the time.
MoP's flying restrictions made no sense since you were still on the same planet and likely had the same atmosphere. Maybe the proximity to the maelstrom messed thing up, though?
WoD was an entire alternate universe, so who knows how that would affect the physics.
Legion is where it really falls apart, though, since you're 100% on the same planet with the same environment and no closer to anything that would mess up your capability to fly. Same goes for BfA.

Ive done the explore and have Pathfinder 1..yet I cant fly.

There was also a Rental Flying Mount. It was very slow, almost akin to walking speed, but for Flying. Going through Stormpeaks with the Rental mount was abysmal.

This makes zero sense whatsoever, since we fly mounts directly in to the Maelstrom, and even use flying mounts to get close to the Maelstrom it self in order to shortly-there-after mount up and fly in to said Maelstrom.

Legion, we are on Argus. Here, more than anywhere else, it makes the most sense for Flying to be wonky. It is a planet that is corrupt with Fel energy, notoriously because the Burning Legion made it so. The entire planet is falling apart in worse ways than Outlands is. However, this all falls apart as soon as you see giant flying demon bats, so...

There really isn't any logical "lore" cause. The powers at Blizzard are adamant that, in the real world, it's because they don't want to have the players flying over content and skipping it. They want you to see all the pretties they have put in for us. They never can fully explain though, why they hold off access (even to players that have reached max level and have reached exalted rep with everybody) until a specific patch near the end of the expansion.
If anyone brings up that it is simply a time gate to provide an anchor to drag behind your character so that they don't have to put in as much work to make more content to play, they turn up the misdirection amplifier and will try to change the direction of the discussion to any other tangent.

I'm not trying to get on a soapbox here and argue for flying. I could take or leave it in BFA since travel is already reasonably speedy with the available options.
And, yeah, obviously, Blizzard is more focused on turning the game into something you throw money at to avoid inconvenience as much as possible. That's just good business - get people to pay you money as often and for as long as possible. That's why subscription services of all varieties exist.
What I'm requesting is a purely lore-based justification for this limitation, because they are usually pretty on-point about providing one, even if it's kinda obviously BS or not directly stated.
I get the feeling that they didn't even try this time, though, since there is no stated or obvious reason why the only wings that don't work are that of our mounts.
Like, at least throw me a bone here. Something. Anything. Give me a reason that drakes, gryphons, rockets, kites, and etc can't fly under the specific circumstance that they happen to be player-controlled.

Again, sadly, and sorry, but there isn't any lore purpose anymore. It's simply timegating as intended by Blizzard Entertainment.

You literally could not fly instantly in any expansion. You literally had to meet a set of criteria to fly. I literally stand by what I literally said.
The Lore for not flying was always a stretch.
Cold weather flying needed for WotLK? Plenty of zones in WotLK were not cold.
Too close to the Maelstrom in MoP? Nope.
Flying in WoD would be the same as flying in our timeline.
The Lore always required you not really pay attention, and just accept its a game mechanic.
Every MMO will have game mechanics that cant ever be fully explained by "Lore" in a way that makes sense. Its just the nature of the beast.

This is kind of a non-answer. I'm fully aware of the reasons behind the mechanic. They want to encourage exploration, and it increases the amount of time it takes to do things - thus increasing subscription time for interested players. This is arguably a win-win as it showcases content to the player while increasing income for the company.
What I'm asking for is the bare minimum of in-game justification for mounts not being able to fly in environments and biomes that are not inherently hostile or prohibitive to flight.
It wouldn't have even taken much effort. They could have just had airborne patrols visible overhead that would shoot down players, or multiple towers erected across the landscape designed to shoot at potential aerial threats - either of those would be perfectly good war-based reasons for flight to be non-options.
Those aren't there, though. There is not even the barest pretense of a justification. Nothing. Not a word or notion.
It's that the devs consider ground-only questing to prevent helicopter-questing, which they think makes questing go by too fast, which means we consume content too fast.

If only it really mattered if they are happy with the way things are working. Apparently, enough former paying customers are not happy and it's starting to show.
Servers are already ghost towns. They'll be empty by March 2019 and then no one will give a damn about the game anymore.
