Uh… no? Nobody said that. The problem was that rare spawns were too intransparent and all over the place with the weird bi-weekly system and that rares were always up because nobody could solo them.

idk what the issue is, or if there is an issue, but if you flick warmode on, there are groups in the finder for Zaralek rares because they get free Bloody Tokens from them for the weekly pvp quest.
I did it this week after I was told there are groups for this 99% of the time. It was pretty lively and the rares spawned and died as expected.
If your Korokota mount requires a currency/drop from Rares, you may get 15% more with warmode on.
