i remember this being hyped up a little before tww launched and it has seemingly not materialized

Its not all that impressive. It basically just lets you use a weapon for one attack, or slap the enemy if your barehanded. Really what Monks want and need is a total revamp of their combat animations. Never will happen though.
Its also free if you’re level 65+ before you start the Legion Monk campaign. Looted from Jia’s library after you take out the Imp burning everything.
