Could be a package, though I’d think it’d be using Shadowed Unit Frames, with Dominos (or equivalent), a damage tracker (Details! maybe), and some custom Weakauras for DK rune tracking.
Looks like Pitbull unit frames, probably a rune tracking weakaura. The action bars are probably Bartender.
Not sure about the minimap or chat backgrounds.
I just stick to elvui with a custom setup, all bars hidden except for the side bars.
