I once saw a belf with the braid hair wearing the santa hat. I got so excited and went to the barber to change my hair to that and put the hat on.
Boy was I disappointed when I learned it works for NPCs but not players.
eye patches should be one for all
Would like to see more thematic hair styles for all races.
Using Goblins as example cause yeah, I strictly play Goblins lol.
Males need more Greaser / Pomodor styles.
The 1930s pencil thin mustache as well with a soul patch combo.
Females have two hair styles that are cute, one completely and wrongly named.
One has two buns. Could change the buns to literal bombs 
← with bangs.
The wrongly named one is called Dynamite. It is a cute hairstyle. But it is just gnomes “bed head” with a ponytail, just change it to “bed head.”
Dynamite should be a in-between style. A large perm in the making with literal sticks of Dynamite as the curlers.
Ponytails and pig tails need to be secured by screws, bolts, wires or all three.
M/F goblins need far less bones and more bolts, gears and bling for jewelry.
As well, makeup / dirt grit and grime options for all races…
Hats should not give the players an insanely short hair cut either.
Yes please, I’ve wanted one for ol’ Brounev here since I made him. I can’t believe we didn’t get all-class cosmetic eyepatches with Island Expeditions! It would have been perfect, eh?
As for me, I’d also like to see more visor styled helms. I love visors that cover just the upper half of the face, I think they’re really cool and fun to work with. Wood, metal, just give us more of 'em! We have enough full helms and tiny circlets, meet me in the middle Blizz!
More armor with fur trim is also something I’d like. The Nathria Plate set is one of my favorites. Fur capes are nice too.
Some -simple- shoulder mog options in the same vein as the Bloodwake Shoulders would be super cool too.
As for character customization, I want Grimtotem War Paint for Tauren. It’s canon that 1/3 of the Grimtotem tribe joined the Horde, come on! …Please?
Short haircuts for female Kul Tirans are another one I want. The options are all long, or completely bald. It’s brutal.
Scars, blemishes, and freckles.
I love that my Night Elf Mage has burn scars because she stood in the middle of Darnassus as it burned porting people out until she dived half dead through her own portal.
I’d just like more non-armor options. Like, regular every day doing things around town outfits or stuff we can dress up into for out of combat rp stuff. Yeah, we have a few outfits like tuxedo this and that but we should have more options or at least give us the ability to dye what little we have into different colors so the entire group isn’t wearing the same 5 things.
As a tailor, I’d love to be able to make more cosmetics than just shirts. Revendreth had some cool looking civilian outfits and they were always going on about introducing me to their tailors.
I wish humans got more nice long hairstyles, braids and stuff. The ones we have are rather ugly and for some reason they gave us more short styles when we already had a plethora of them.
Also why in the world did they make that cute tuskaar outfit leather only?

Boxing gloves fist weapons (there are ones that come close, but no cigar)
Getting a transmog in mythic should award you all recolors of lower difficulties.

Transmog dagger to 1h swords for sin
Trench coat.
Option to inverse hold daggers.
No more clipping.
I just want the option to sheath my 1h swords and axes on my back. Why is that locked to Monks only?
There are a lot of 1h swords out there that should be leaving canals behind me. It ruinz meh emurzion.
p.s. I also want to transmog the slot, not the gear. I’m so sick and tired of changing my transmog every time I get an upgrade or level my character. Look at what SWTOR did and steal it.

Definitely would like Warlocks to get a taming option for a larger variety of pets. There is no reason a warlock couldn’t subjugate a demon until they are friends. 
Shorts. Not even short shorts, board shorts and culottes would be great! We need more stylish leg coverings.
See, I like all the examples you gave, but why should they be race-specific? If my blood elf lady wants an eye-threatening pompadour then by god, or hair gel, she should be able to have one!

Hmm usually you only have to spend money in SWTOR if you don’t have credits or cartel coins.
But I’m not 100% on that since I’ve been a sub for years.

The thing I’d like to see most however is the ability to start transmoging spells, like warlocks green fire. I’d love to have my warrior have all lava looking abilities. Or my VDH to be able to have purple or even red fire spells to open up more coordinated transmog appearances.
Well, I count those as money since they pretty much only come from buying them or being a subscriber.
I guess it’s technically possible to unlock with credits but SWTOR’s economy has gone completely mad so good luck ever managing it.
Relax mog restrictions, first and foremost. How Blizz can have NPCs mogged with a mish-mash of armor types and we can’t?
Get rid of the MH/OH designation and replace them with “1H”. I had once tried to see if I could pull off looking like MK’s Kitana with dual fans, and was disappointed because it was OH only… 
Even better if we can have those priest T5/T6 hoods (and their remakes) with your hair coming out from it.
I was also disappointed with the minimal selection of glasses they had from that vendor released not too long ago. Only three? Like really? I could think of a dozen styles they could have added.
More types of hats/headgear: caps, bandanas, bigger witch hats than the ones we already have
I play games with races that has 50+ hairstyles. We need improvement here.
These are all just stuff that should already be capable of happening. Anything else I have in mind would need a whole engine revamp to move from the “painted-on” models and onto layered. Then we’d be able to have stuff like:
I would REALLY like one, just ONE, pirate hat that either only removes hair on the very top of the head, or includes it’s own built in shoulder-length hairdo. There are many great pirate hats in the game, but for me every last one is unusable because they delete all of your character’s hair.
