I have got over 17k in War resources and not certain what to with them.
Any suggestions?

You mainly use them to run missions on your mission table on the alliance boat in Boralus. Missions can grant you rep, gold, azurite, etc. You can also use them to buy some items from Vindicator Jaelaana in Boralus which can help with missions or upgrade some of your outposts.

Well I done all you listed. Just have so many left over. But thank you for answering.
You can also use them to purchase two weekly reroll tokens used on raid, dungeon, or world bosses for a second chance at loot. You can only purchase 2 per week (total), however, and can only carry 5 at any given time.

The 7th legion/Honorhold quartermaster also sells an item that gives 500 war resources and costs 650 war resources. Its is boa so you can mail to your alts who are short on them.
