WoW’s code is super clunky and runs like crap even if you have a really solid system, a lot of the higher end settings are extremely expensive in terms of performance so i’d suggest just turning some stuff down and experimenting with what configurations will get you the solid frames you want.
Even a RTX Titan is a joke when you join a World Boss with 30 people casting spells.
It isn’t the machine’s fault. WoW’s code is not optimized.

It’s kind of hard to say what hardware point is going to give you 60fps. Like I know my setup does but that’s because it’s major overkill. I have a R9 3900, 32g, and a 2080ti.
You should be getting 144 fps easily with graphics mode 7.

Doesn’t the OP question ask how to get 60+? He stated he has a 144hz monitor and a 6 core CPU. I was telling him how he can get optimal frame rate with the hardware he has.
Rather then turning everything down you can go about lowering slightly various options. Such as shadows, liquid and distance. I use an Alienware laptop with a 1060 in it connected to a 75" 4k tv. Even in raids my game play is stable and consistent 55-60 fps (I have it capped at 60 fps) at nearly max setting quality.

Before patch 8.2, I was getting anywhere from 40-144 fps in the game. I would get 40 looking into the distance in Zandalar from the top of the pyramid or in Boralus at peak times (as you stated). Now, the lowest I ever get is 90 fps (and thats rare).
By Peak hour I mean minimum 20 people coming and going.
Even a RTX 2080 TI cries with that
I have a GTX 1080 and 6 core CPU. I know that patch made some changes to DirectX 12. I’m not sure what all it did but I’ve not seen below 90 fps since. Even panning the busy areas out doing world quests, I maintain 144.
Now, I am on a gaming laptop, so I do not know if that has any bearing on it or not.

Please give me your settings! I would love to try them out. Even if it means having the graphic settings one notch lower because I have a GTX 1070.
I have lowered my graphic settings so much that I get a constant 60 fps in Boralus at 1080p but I want to see your settings.
No issue with your hardware. Its just WoW runs on single thread. You can see it with OSD using MSI Afterburner.
You might wanna check the temperatures as well. Ryzen 5 3600 can get toasty. Its Summer for US. AMD CPUs loves better coolers.
I set mine at graphics mode 7 (thats why I suggested to the OP).
I really didn’t do anything else special. I assumed anyone else would have similar results. I took a break prior to that patch and when I read positive reviews about it on WoW, I tested it out and was pretty surprised. A little perplexed why it took this long for a game this old to get decently stable frame rates…

I’m not sure. Setting it at 7 even with no Anti-Aliasing drops frame rates to 40 to 50 or even 30 under heavy load conditions with too many people!

When I get home later on I’ll try to remember to post my settings. Because if I can get the performance I do with what I have you should be able to achieve higher with yours.
Thanks. It’s kind of strange that people are reporting upwards of 100 while I struggle to maintain 40 to 50 with the configuration I have using the latest drivers, no viruses and malware and latest updates.
EDIT: Oh and I enabled Direct X 12 if that makes a difference
