That fire ignite makes life hellish. All those super strong bunnies and squirrels. After playing frost only since 8.0, i recently found arcane to be massively strong for questing. Time anomoly keeps you at 4 charges and max mana almost constantly.

What I use: Fire since the moment I hit 120. Never an issue. Equip a few azerite with good healing/shield traits. The burst dmg makes nearly all elite mobs trivial…
Your 2nd question was what is a good low ilvl spec. Well it took me less than 4-5hr played time at 120 to hit nearly 390 ilvl. I’m not sure the question is really relevant… go to naz, the first day quests and dailies will yield enough currency to buy every slot benthic. + weapon from quest. Then another 30-45m on mech will yield a 405? Trinket.
Whichever spec I like playing at the time. Arcane is pretty great around the world because of greater invis and arcane explosion. Fire is good but like mentioned already ignite tends to pull a bunch of extra stuff which can be a pain. Frost will help keep things away from you and has the best ranged AOE.
but as always, play what you like the feel of. they all have +'s and -'s
I use Arcane for Questing.
With 2 pieces of Azerite with Quick Thinking on it, I can spam instant casts to get a 15-30k heal every cast. Having a reliable spammable self-heal, gives a lot of peace of mind when soloing.

I alternate all three for questing. I’ll also gauge what i’m doing. If it’s general questing I’ll run frost or arcane for AoE. If it’s single target farms for emmissaries and stuff, I’ll go fire.

I would try to play both what you like and what you intend on playing during end game content to better familiarize yourself with the class/spec.
I use fire for everything…depends on your play style but its what I only play

Third Mage here. I’ve attempted fire and arcane to level and quest but frost seems most comfortable. The pvp build I’m currently using gives me 3 roots max slow potential and great aoe damage.
I’d have to agree at the end of the day it’s going to come down to your individual playstyle but I had to give a shout out to frost since it really covers all of the bases for me leveling questing and endgame.
I still quest as arcane. Though nowadays I only bother with one Quick Thinking piece instead of two.
At 448, I outgear quests mobs by so much that anything except the 5 million health Nazjatar/Mechagon elites or World bosses dies in seconds. For the exceptions I use the group finder. I don’t bother trying to solo them.
