Apparently the baby is sustained by beer in the womb. I accept this as true.
In the wild, pandas have problems producing amniotic fluid, which in part accounts for their low birth rates. Pandarens circumvent this by ensuring their bodies have a copious amount of beer sloshing around in them at all times. This is why you see Pandarens on every continent of Azeroth.

Fun fact, back in the early days of heroes of the storm Li Li’s heal (where she just tosses a drink out to an injured ally) could not target herself. The reasoning being she was too young to drink. She could also take a talent called first sip which healed her when she used the ability in addition to whoever she healed.
Not really useful lorewise but it’s something.

In the middle ages in Europe wine was considered part of the family meal for all ages. Mainly because it was a lot safer to drink than water.
Hmm I seem to recall Li Li making some comment in Mists of Pandaria about being too young to drink (while also looking suspicious) at Mudmugs place, and since Li Li was about 14-16 in Mists, I’d say the legal age of drinking is above 16.
Some real-life countries such as Israel, France, Brazil and South Korea have no “drinking age” per se, but rather an alcohol purchase age, usually set around 18.
There are probably certain cultural expectations as to when a pandaren starts drinking beer, but technically there wouldn’t be a legal age, since modern pandaren (mainland and on the Wanering Isle) don’t actually seem to operate under any centralized government. Each village has a sort of mayor/magistrate figure, and the Shado-pan exert authority when necessary in matters specific to the sha and the mantid, but day-to-day the pandaren don’t come across as adhering to any form of unified governance with overarching laws and mandates.
