Is it the responsibility of keeping aggro and the team alive? Fear of backlash from toxic players?
It require more research than the other roles. You also can’t fade into the background as a tank, if you’re bad everyone knows it.
Also tanks are not a problem for guilds its the pug community with this drought.
I think people don’t want the responsibility. Or get satisfaction from leading a run.
Most tank mains are control freaks (me included) lmfao and want to make sure the runs go well.

You are going to slow. Your going to fast. Let me help you pull this random mob for you that you didn’t ask me to pull (then complain u didn’t notice fast enough).
I rarely do any dungeons or raids at this point, but that was why I stopped doing them as a pug tank

what’s rare is tanks who want to tank pug content.

Tanking generally requires more home work and responsibility especially for mythic plus. In pugs it gets the most backlash and toxicity for that reason. M+ flamed for not knowing absolutely perfect route, raid flamed for missing one mechanic because it usually results in the death of the other tank and then a wipe. Tanks get flamed the most in pugs proabably because there is only 1-2 tanks in a group and their mistakes cause the biggest impact/are most noticeable. DPS mechanics typically can be convered by other dps or missing one generally doesnt wipe a raid like a tank mistake can.
I’m not naturally a control freak. But when I tank I do. It just happens. That’s why I don’t tank PuGs. Random DPS just never let me run the run how I want.

I am pretty sure in a nutshell that is what they meant.
Tanks get to a point to where taking dmg is no longer a thing. they just become movement bots for the dps.
On the flip side dps knows no limit so there’s always room to push yourself
There is simply no joy in tanking for random people. none what so ever.
Not so much fear as knowing you dont have to deal with their behavior and every tank that tells them to take a hike and quits tanking makes that queue line take a little longer for the players who had to irritate him in the first place.
They’re tired of getting yelled at GO, GO, GO! that and tired of screaming HEALS!
but whatever man An NPC could do their job. 
At least for me, I have tried tanking low level stuff and it’s just really stressful and not fun for me. I find myself watching cooldowns and not being able to concentrate on mechanics and stuff to not stand in. I don’t think I’ve ever been able to get past level 40 on a tank.
I just really enjoy dps.
Too much knowledge/responsibility required. I do tank every now and again with good success, but I dont find it fun.
For me, it’s just boring ( Guardian druid def doesn’t help there ) And having to remember M+ routes for the proper end percentage.
Other than that it’s hold aggro, don’t die, and try to hold things still with a consistent pull size to maximize the damage you can get from your DPS. Most tanks a horribly bad at the last part.
DPS and healing are more of a challenge and have a more quantitative range on how good you do.
The other thing is tank mistakes are very binary and visible. DPS missing an interrupt are taking some stand in fire damage is easily overlooked.
