I think Forsaken are risen with Death magic. But Calia Menethil, for example, was risen with Light.
I’m actually curious to see examples of other undead risen with Order, Chaos and Shadow.
I doubt there is lore for this. No one seems to really consider the mechanics of a skeleton getting up and moving.
In most situations I’d imagine the necromancer is using some form of telekinesis to create a working approximation of the function of muscles, why is beyond me. To power this they need something that can both supply the fuel (magic) and supply control.
This is where it gets potentially messy. Some necromancers might take an existing control system (soul) and make it do the work for them while infusing it with enough magic to sustain the operations of the body for the duration. For example, in D&D most risen undead only last for a few hours at most.
However, it is possible a necromancer could create an artificial equivalent to the control system thus enabling them to just need the body… though really does it need to be a body? This is likely how the development of creations like golems and other “artificial” constructs could be brought into creation.
At that stage though it really stops being necromancy and essentially becomes something else like say artificer.
So while there isn’t really a hard and fast answer to WoW necromancy, generally speaking all undead are able to move due to the necrotic magic used to raise them. Now, whatever formula you need to use (X necromatic units/y size = z speed, strength, etc) is who knows what, but its the magic used in the creation of individuals that determines their physical capabilities.
There is a reason why Death Knights, generally speaking, are more powerful than your average Forsaken - so much more energy (and technically a different type of “more powerful” magic) was put into their creation.
We don’t know how much stronger, or weaker, your average Deathguard is to your average Stormwind foot soldier, but its all in the magic used and pumped into them, which itself isn’t just matter of more magic = more power, but studying, understanding, practicing, and developing the Maldraxxi runic language used to create undead.
Personally I think they stitch new limbs on to replace the ones that have decayed too far. Though the hand-wavey nature of fantasy necromancy is just as viable a theory.

You swap out the ones too damaged and decayed to repair, but also get an extra booster shot of necromancy to make sure it works right. Cuase no amount of magic is going to replace the fact you’re just missing half a leg, unless you’ve gotten really good at hopping around.
The same lore that explains how they can move and fight despite not having a functional biology.
