What is the new party marker replacement?

I’m noticing on a bunch of vods instead of party markers three colored down pointing arrows above team. Is this a new weakaura, an addon? Makes it very easy to see where someone is

Also, is there an addon that points arrow at edge of your screen if your healer/ally is out of frame?

better blizzard plates addon and then something else. I think cdew covers it in one of his guides on youtube.
