What is the Magically Bound Message?

I recently returned to WoW after having not played in a very long time. I purchased The War Within and used the level 70 boost on a brand new Paladin.

I had a couple bags in my inventory with some items, but also this ‘Magically Bound Message’. I don’t know what it is, and when I right-click it, it says ‘You have completed that quest’.

Does anyone know what it’s for and why I have it on a brand new character?

It gave you the quest Dormant Discovery, to deliver it to Thaelin Darkanvil at the Rubyscale Outpost in The Waking Shores.

Apparently it does not delete itself when you have completed the quest, so if you have completed the quest, you can just delete it.
