What is the level required to enter into SoO normal on remix?

I was leveling today and reach 60, and discovered that without DF you can’t pass 60 on remix

which is terrible for people who wanted farm things that require the pieces of the tusk of mannoroth and don’t have DF since you lv cap is lower which means gonna be harder

or maybe even impossible, i read that Garrosh only drop the pieces of the tusk on normal or higher difficulty, but can i enter into normal with lv 60 ?

If you purchase warthin, maybe you will get DF with it,too?
