What is the "chance" for the Naga Hide enchant weapon?

Enchant Weapon - Naga Hide . Use: Permanently enchant a weapon with a naga spell of protection. When you Block, Dodge, or Parry, you have a chance to increase Strength or Agility by 264 for 15 sec. Additionally, while active, your skin is covered in thick scales, allowing you to absorb 15000 damage.

What is the “chance” for it to happen? Does it matter what level you are at all?

I’m guessing the str or agil bonus is depending on your level because it’s saying it’s a LOT lower for me but I’m only level 31 so there’s that :stuck_out_tongue: But the damage absorbtion still says 15k. Crazy for low levels. lol.

Anyone know? Or how I could look it up? I tried google and it just says what it does not what the chance of it going off is.
