Blue dot = New Topic

Blue Dot With Number = Topic you are following and new post count.

Remember in Starcraft the red dot that would appear before a nuke?

It’s like that, only this time the nuke is in your brain as you explore a brand new insightful and thoughtful post.

It means Blizz has their eye on you.

It signifies that a High Elf is reading, looking for information, on when they can debut.
