what does pre bis mean? is there a pre pre pre pre bis? at like lvl 45.?
Pre-raid Best in Slot. In other words, the best items for an armor/weapon slot that can be obtained running content outside of Molten Core and Onyxia.

For gears during leveling, because you will soon level out of your gear, it doesn’t really make sense for people to grind them.
Pre-raid bis are for the level 60s that need some fictive objective to achieve and grind, otherwise we will soon run out of stuff to do outside raid times.

Pre Bis means the best armour you can obtain from dungeons before raiding. You’ll want to obtain as much of this gear before actually getting into raiding to help your overall performance as it’s a factor for keeping & cutting raiders.
It’s actually all useless you can raid in greens and be fine but we live in a judgemental society where if you aren’t built like Chad irl then you’ll get no lassies… so in turn you’ll take that frustration out become of a GM of a guild and require all characters to have Chad armour.

Pre-bis is used to identify BiS outside of raids. Pretty much the best gear you can get by spamming dungeons and crafting/grinding.
Do people find it difficult to google such a thing? Seems odd to ask someone to take their own time to explain it, when the explanation has already been written.
Pretty rad edibles - ballin is simple.
So when everyone talks about preBiS they’re really wanting to know if you have your pretty rad edibles and if ballin is simple for you yet.

This is the important part. You can down Rag with a raid that isnt full. You as the warm body without Pre-BiS, will not change that. 
Since people don’t know what “bis” actually means (including most guides that list the items), and slap it onto everything, now you’ve got “pre bis”, “pre raid bis”, “bis”, “post raid bis”, and so on.
Hmmm… undead are warm?! There goes the (having intercourse with a dead body - it wouldn’t let me use the word) out the window.
The point remains! If a raid can kill rag with 30, the 31st person does not NEED their pre-bis.
It is what douchebags call the best blue items in the game.
