2400 by the end of season is average , people are being held back by many factors but if you do some math and plot some points over the history of arena since BFA, you will see that bell curve lands around that area

so right now what rating is considered below average this late in the season?

Biggest thing holding people back is a lack of knowledge. They aren’t recognizing the mistakes they’re making that add up over the course of a game to cause an L and are instead blaming things like balance or deflation instead of focusing on improvement.
