It’s less about bandwidth/download speed than it is latency.
A good, stable 10 mb connection can be better than an unstable 100mb connection.
Not much. Even a quarter-century-old DSL connection would be enough.
BUT, keep in mind that even though WoW doesn’t use much data during gameplay, it’s not the only thing using your internet connection. Any time the connection is saturated, latency will increase dramatically. If you have a really slow connection, then the chances of this happening will increase dramatically. It could simply be things like Windows Updates downloading in the background. Some other program like Battle.net, Steam, or even Discord doing an update. Do you have other people in your home also using your internet connection?

25 Mbps download speed and 3 Mbps upload is the current definition of Broadband that we follow. Note we mean land-based broadband, so DSL/cable. Though Fixed point, 4G, 5G Cellular, and satellite can work, they are not officially supported due to conditions out side of your control make them unstable often or for example Satellite will always have a high level of latency.
One additional call out little off-topic. System requirements wise we require the game installed on an internal SSD. If you are getting by on a 7200k RPM HDD, and use Wi-Fi, this combination causes a lot of disconnects mainly when loading so loading to the character screen, between zones, or into the game. For the best experience try using an Ethernet connection in this situation.

My ISP goofed the other day and cut one of my 2 DSL bonded pair lines leaving me with 5Mbps down and 800Kbps and my latency hasn’t changed. As others have said if you have several other devices on your network using up your bandwidth, and/or you’re using WiFi those could be your issues. I live alone and run wired so even on EU realms from the US I’m only at 130ms. Connected to NA Central realms in Chicago I see 50ms (I’m in Minnesota) and to the west realms in Cali I see about 80ms. Due to DSL having some extra natural latency, my pings would probably be better if I was on Comcast. (shocking, I know!!)
