So I really want the LFR color of the Feet item from the Season 1 DF Raid (Vault of the Incarnates). I tried to use a 385 ilvl gear (Primalist Leather Boots->Waders of Raging Tempests) but that created the Normal difficulty color. As far as I can tell, the only items that will convert are the classless feet that drop from the LFR raid itself, a drop from Dawn of the Infinite, or a quest item I can no longer get.
Is that it? What ilvl will turn into the LFR gear? Is it something I can get outside of random drops? Thank.

For current gear. Sorry I missed that your question was re: old LFR gear. Maybe you would just need to get it from LFR itself.
If it comes from a quest you can no longer get, can you do that quest on another character? What quest? Can you link the item specifically?

After looking it up, I can’t find any way to get LFR Vault of the Incarnates gear through the Catalyst. A lot of people have been having this problem.

You actually can it just spits out Season 1 gear, so not sure why you would want outside of mogs.
But yes:
Veteran Gear is LFR/Normal when upgraded.
Champion Gear is Normal/Heroic.
Hero is Heroic/Mythic.
Myth track is only Mythic.
If you’re gunning for appearances Veteran gear stick to < 8+ Keys.
Heroic gear drops at 17+.

You could try adding the Primal Storms gear, that is still Season 1 level?

It should be unupgraded (1/3) primal storm gear, but the catalyst can’t be used on it.
For context:
2/3 ranked storm gear gives normal appearances
3/3 ranked storm gear gives heroic appearances

No unfortunately, Primal Storm gear only gives you normal or heroic appearances based on the ilevel.

The appearance the catalyst pops out is based on level.
So if it’s Below 389 it should be LFR, anything at or above 389 will be Normal.

Just run lfr now and grab the boots to convert, next season when you try and convert anything it will turn into the appearance for your class (potentially not s1). Content that scales seasonally (Wq & dungeons) will scale to the tier of the season on the catalyst.

I should point out, the appearance is not forever lost.
Once the expansion is over you can just loot anything LFR tier and throw it in the machine.
Soloing it will the be the only worry, but it’s not fomo’d no worries.

Those are the only boots I see dropping in the LFR raid.

galvanic gaiters drop off trash and are boe, may be worth checking the ah as they should be able to convert (just make sure you buy the lfr version). You could even repeatedly q lfr if you want them that bad.
