I have a level 60 Character boost I never got around to using. So now I’m wondering; What will happen to it when the next xpac comes out? Will it:

I’d just use it. Unless you really want to play as an earthen.
It’s been my experience that it is hard to use characters that are boosted anyway. I usually forget or even end up deleting them to use the name.
That’s also been my experience. A few years ago I used one of those boosts on my original mage to skip WOD leveling and get him to Legion quicker. It wasn’t long after that my motivation for playing that character dropped.
Not only that but whenever I do play on that character, to this day I still have problems with the UI. Like, I’ll put in macros or change something on the hot bar, and the next load screen I encounter, be it hearth, teleport or portal, that will automatically reset my changes to their previous state, unless I remember to immediately log out and log back in after making changes. That’s the only character I experience issues like that. I’ve looked it up and it seems to be a pretty common problem with boosted characters. So now I just either won’t use them or use them on characters I don’t really care about.
It will eventually get bumped up to a level 70 buff but not until later in TWW when they start offering level 80 boosts. Right now I have 2 level 60 boosts one came from buying Shadowlands and the other was one I still had from BfA that got bumped up from 50 when they started selling 70 boosts with the TWW announcement.

I just attempted to use my level 60 character boost but I could not use it on any existing character. The only option was to create a new character. Is this by design?

Theres a lvl limit were u can use it, with i dont remember.
The level of the character I attempted to use it on, an Evoker, was level 17. Would that have made my character somehow ineligible?
No idea, just make another toon with the same name.
