My 10.1 Campaign says 9/10 chapters, is there something that I am missing, perhaps with Ysera?
I’m not sure why she was brought back in 10.0, without any mention in 10.1, especially from Alexstrasza.
Are there plans for her in the future?

Almost certainly.
While there doesn’t seem to be more content in the game yet for her after the questline that brought her resurrection, it seems as though each flight is getting their chances to shine, and the greens are simply waiting for their turn. At 10.1 launch, we had a big focus on the black flight and their delve beneath the Isles and into Aberrus. Shortly after that we got a questline for the blue flight focusing on reuniting with kin and laying their elders to rest. In 10.1.5, we are focusing on the bronze, battling the Infinites and fixing timeways.
With all this, it certainly seems as though the greens will get their turn.

There’s been missing content mined during 10.0.5 about the Night elf tree and weapon. 
The epilogue of the 10.1 campaign tells us that the time for the seed of renewal to return is soon. So its likely that will be 10.2 and have the green dragonflight story.

now that i think about it, she died, then returned to life in exchange for the winter queen have some charity time with malfurion while tyrande each time look more like an archdruid for the huge antlers she have right now.
then she told her child, “you know what, its not my problem anymore, its yours!” and fleed back to the afterlife and is probably making tyrande’s antlers larger and heavier.

I really really hope we get some Alexstrasza and Ysera interaction. They are sisters after all, would be such a missed opportunity.

She returned to life and told Merithra that her connection to the Emerald Dream was weaker than Merithra herself and thus she was incapable of becoming Aspect.
Merithra is more Nature Order Magic than Ysera who is more Nature Death Magic and thus unlike Ysera she is capable of becoming Aspect of the Emerald Dream.
The Winter Queen infused Ysera with her own Nature Death Magic which was added on to the Nature Order Magic of the Emerald Dream making her too impure to become Aspect again.
